What legitimate purpose would you have for wanting a COA for a guitar that you do not own? I can understand why you might Sell a piece of paper for $50... But why (else) would you Buy it? Sorry, I thought you were saying the seller was somehow being shady by trying to sell it. I've seen people sell the glossy paper jackets off hard cover books and there's actually people who buy them!
