That means you make an offer and he is free to accept or reject it. If there was a reserve price, everyone could see whether it was reached yet or not. Then once someone bid the reserve price (or higher), he would be obligated to sell the lot. By using the Best Offer feature no one knows how much he really wants for them. He can just entertain offers and he's never obligated to sell.

But it would have accomplished the exact opposite of what I suspect is the seller's intention (that's not why I passed on it though). He must be trying to keep this collection together. That's the only explanation I can think as to why he wouldn't sell them separately, since he would most likely make more by splitting them up. I considered making an offer on the lot, and if it was accepted I would keep one and sell the rest individually, hopefully making the net cost for the one I kept as low as possible. But in the end I decided against it for two reasons. One - My gut told me he's not going to sell the lot for a price low enough to make that plan work (my gut could be totally wrong though). And two - I wasn't looking forward to the hassle of selling the remaining four, with the ebay fees and shipping and so on. So I passed. :)
