can anybody tell me if the op40 tuner is as good as the optima tuner?. because the op24c tuner does not compare to the optima.

The Optima & OP40 seem pretty much identical in terms of features & function. The only real difference betwen the Optima & the OP24c is the feedback notch

The Optima's equivalent will be the OP50, which will include the XLR output. OP20,30,40 are featured on the imports, balladeer special/elite special, legend/elite respectively. You should see the OP50 on Custom Legend, Adamas.
