My "mystery seller" in last week\'s thread out of the blue writes this. Am I caught in a Catch-22? Check it out:

"THIS IS THE DEAL. BECAUSE I DONT HAVE MORE THAT SOME MONTHS WITH EBAY,
PAYPAL FROZEN MY ACCOUNT FOR 21 DAYS BEFORE I CAN ACCESS THE FUNDS.
I HAD TO REFUND EVERYBODY'S MONEY. WICH I DID.
THE PROBLEM IS: I DONT TRUST ON ANYBODY AT THIS POINT, BUT IF YOU CAN SEND A TRUSTFULL FORM OF PAYMENT LIKE CHECK (WITH FUNDS), OR A MONEY ORDER, I WILL SHIP THE ITEM AS SOON AS THE FUNDS CLEAR IN MY ACCOUNT.
BUT THE FASTEST WAY IS DEPOSITING DIRECTLY TO MY CHECKING ACCOUNT WITH BANK OF AMERICA. I AM WILLING TO GIVE YOU MY PERSONAL INFO LIKE ACCOUNT NUMBER, ADRESS, AND YOU CAN CONFIRM THAT AT THE BANK WITH NO PROBLEMS.
PLEASE REPLY."

I'd say walk away. They will get paid when the first of 3 things happen, according to the new rules:

1) 3 days after delivery is confirmed if they enter the delivery tracking info at paypal
2) as soon as the buyer provides positive feedback
3) 21 days

Either they are caught up on the 21 day thing and overlooking the other two, or they are trying to take advantage of the confusion about this to scam you.

Smells fishy. I never trust anyone who types in all caps and can't spell. That eliminates most people.

I gave up on a Nice Takamini Travel Guitar for less provocation...

In your final email (should you choose to bother sending one) you could point-out that if he/she had sent the guitar, they would have gotten their positive FB and gotten their Money.

I wouldn't trust this person anyway... How long has this been going on now?
If they just wanna sell a nice guitar without PayPal/eBarf, why don't they just list it locally?

I agree with most that it's probably not worth the risk... however... I have seen some pretty weird stuff on PayPal lately.

As example, someone bought a pedal from me. He paid with PayPal, but PayPal states the funds won't clear until June 20th. He made the payment on May 31. Now, I'm obviously not shipping anything until the funds clear, and I sent a message to the person letting them know. I have no idea why it would take 21 days for a payment to clear. I have people use eChecks all the time, and the most I have ever seen is a week to clear, so this is odd.

I am also fully prepared for negative feedback or at the very least a hit on my shipping time, because it's going to be over a month before he sees the item he paid for... and I can't do anything about it.

I can't even be trusting if I want to, because PayPal isn't showing the shipping icon and there is a clear warning...
"This eCheck payment will post to your PayPal balance once the funds have cleared from the sender's account, which usually takes 3-5 business days. (Estimated completion date: Jun. 20, 2008) Please do not ship any items until the funds have cleared."

This is what PayPal and eBay call "improvements."

I just hope they don't take too long to sort all this out.

But .......
PayPal also froze my account, very annoying when it was full of cash and I could not spend any of it!!! Apparently I had reached a milestone and they needed to confirm I was real. Simple enough, all they had to do was phone. Yep, but when the phoned the line went cut. I phoned them. No sorry, they can only use the phone method once. What .... !!! ? They had to send me a letter, up to 21 days, with a code number. Took two weeks before I got it back. Still, as I suffer severly from GAS it saved me a fortune.

On the other hand, don't part with anything until money is in your bank.

I, too, would walk away from this and nver look back. Nonetheless, based on Miles' post, it is unfortunate that changes have been made not necessarily in the best interests of buyers and sellers. Maybe eBay is making something on the float. If all this is true, it will do one of two things, among others. First, it will change the expectations of the current delivery model for eBay purchases using Paypal. Second, it will cause a lot of folks to go back to alternative forms of payment which then opens the door for the possibility of more scams. Power sellers may find it more convenient to set up a Visa merchant account and bypass Paypal altogether.

Scam, "run away" as is the Holy Grail. They told you they shipped it, they have already lied to you. Block this person from your ebay account and your emails.

If a Northwest Member lets you down Me and Big D will, for a minimal fee - Paypal accepted, go over and kick their arse for you.

I ONLY deal with Members. Most recently Temp and Stphen "28". This auction concerned a Boss 1600CD recorder which I requested HERE (under "FOR SALE") nearly a month ago. No one responded so I turned to the bay.

Yes, I'd be very wary - PayPal don't muck about like this without any reason, you've either got funds in your account or you haven't.

Yeah. What's wrong with a nice African banker who wants to give me two million dollars? The only thing he asks is my bank ID, the address, the checking account number, routing number and (preferably) details on two credit cards: numbers, codes, and balances. What possibly could go wrong? You guys are mean and suspicious!

DOBRO does sound fishy, but about PayPal for anyone,
I just went through the "new Policy"
It sucks, I just sold an Reverb unit, my money was "Payment Held" or "until Positive Feedback & Canfirmation of Delivery" gues what still no release of funds, after 2 phone calls and Numerous Very nasty emails to EBay & Paypal my money was finally released today, 2 weeks later.
IF YOUR UNDER 100 transactions this will happen due to "New Buyer Protections" (BS)

TIP: I also just sold a $2500 Strat via EBay & PaPal got my money imediatly cause; I sent a payPal Invoice for Goods or Services" DON"T let your buyer pay via EBay check-out or Ebay Invoice if your under 100 transactions & you get your money ASAP,,,,hope this helps.....
SOAP BOX think of all the intrest PayPal is now making holding up funds for up to 21 days on top of the fees !!!!!!!!!

Yes my spelling is BAD, I still get mad thinking about this,I had to wait on my money for 2 weeks,while they made intrest, someone needs to start a Class Action on this ,,,OK, OK I'm done sorry
