IS IT A BAD OR GOOD IDEA TO LEARN HOW TO PLAY ON A CHEAP GUITAR? SINCE MY FRIEND NEVER LET ME USE HIS GUITAR TO LEARN I HAVE TO BUY ONE...

Probably the best way to NOT learn guitar is to buy a cheap one.

Buy something with a bit of quality and it'll be easier to play, less effort, less frustrating and better sounding. If you don't succeed, you're more likely to recoup your money.

If you buy an el cheapo, it'll hurt, won't stay in tune, (if you can GET IT in tune) sound crappy and won't be worth a cold hot dog if you want to offload it.

I've met too many people who've said "I tried to learn guitar but I just couldn't do it", then I see the guitar that they tried to learn on and I know it's got nothing to do with the person's ability.

It's like learning to waterski behind a pedallo or learning to ice skate on grass. At least give yourself a chance to succeed.

Ideally, get a guitarist friend to find something for you.

Buy a Rouge acoustical from musician's friend. You can get one for like 59.00-79.00 (depending on the month). If you get a bad one, you send it back and they will send you a new one. I bought several for friends who could not afford anything else, and have been very pleased with their playability and sound (for the money). I actually picked one up for myself...a heringbone acoustic/electric with fishman 4 classic pick-up, delivered to my door for $89.00. It sounds great for an inexpensive guitar.

Sure, they're no deepbowl CL, but I'll tell you what, they are every bit as good (if not better)as an entry level Fender, Yamaha, Ibanez, Alverez that would have to spend 250.00-350.00 for.

Just a thought if money is an issue.
