It seems to come in and out of "fashion." This guy appears to be influencing the current fad:



At least his method eliminates the little puncture wounds that dangling strings inevitably cause when you reach up to tune your guitar. ;) Maybe people keep them long because they are hoping to re-use the strings on one of these?:
