Location: Yorkshire, England | Hi Tom, I've got exactly the same problem on a Decaon that I've been re-building and making a new body for. Tested the electrics before I assembled it, but when I fitted them into the new body I found it would only work with the tone full off. This would suggest to me that something is shorting out, either on the tone control or maybe the preamp section. (Perhaps I didn't rout the body enough and one of the connections is pressing against something it shouldn't!) Just haven't had time to take it all apart again to examine it. - Possible it maybe is just something worn out! Considering the state the Deacon was in when I got, I was just glad to get any sound out of it at all. My natural instinct would be to go for the tone control but with these electrics, you never know. Let us know how you go on !
