I've been fooling around with a chord sequence that I just can't get to resolve to my satisfaction. How about some suggestions?

(Key of D minor (Dorian))

Dm | Dm | FMaj7 | C |
Dm | Dm | G | G |
Dm | Dm | A7sus4 | Em7+9 |
Dm | Dm | G | G |

Measures 11 + 12 are the ones I don't like.

The V chord (try A major rather than A minor) would be the obvious progession & resolves nicely, but obvious isn't always the best way to go

I often use passing tones when changing chords. Notice that the 2 high notes of the "FMaj7" are used in the "C", and the 2 high notes of the "A7sus4" are used in the "Em7+9". What I'd like is a chord change that does the same.

In this context it's "pedal tones" rather than "passing tones" A G7add5 (320031) in measures 15 & 16 would have the same notes on strings 1 & 2 as the Dm in measures 13 & 14 if that's your goal.
