It's the SPL Transient Designer without the Sustain knob. This is a killer plugin for your DAW for either Mac or PC. With the sustain knob it sells for about $250 but since most of us are only going to use the ATTACK mode anyway it is a sweet deal....free!

What is it's function? Is it a compressor?

No it's more of special processor for shaping the dynamic response of a sound. It allows reshaping of the attack characteristics allowing transients to be accelerated or slowed down.
