String Tension Question

I was wondering if anyone knows if the string tension is greater with light strings (.012-.053) tuned to standard pitch or with medium strings (.013-.056) tuned a half step down (E flat).

I got into this conversation with a band member because his particular model guitar recommends the use of light strings only but he uses mediums and claims that since he is tuned to E-flat the tension is no more than the light strings tuned to standard.

Just wondering if there is any merritt to his thinking.

According to the chart the string tension is pretty much the same from lights at standard tuning to mediums a half step down..I guess my buddy knows what he speaks of.....
