Shearer done some writting on the topic I had read and I think looking for answers and hoping prevent a future disaster. It also makes you wonder if the levees in other cities were built any better.

Joined: July 2003 Posts: 3111 Location: Nashville TN. | I am someone who recently feel in luv with New Orleans. I have now been there twice in less than a year. Each time I did not want to the leave. The people, music, food, culture etc. is simply wonderful. The thought of moving there has crossed my mind a few times. I saw The Big Uneasy at NYC Clearview Chelsea 9. It very nice place that is 3 stories tall. Its type that would only be built in a dense urban area. This is a real documentary, not Michael Moore style trash. I doubt anyone will be making claims of misstated misleading or incorrect information about this film. Mr. Shearer got experts and relied on them. I have basic knowledge of land development as I spent a few years in real estate development. I have a working knowledge of soil types, inland and coastal wetlands, flood plains and basic construction methods etc. That being said, I have the following observations. The faulty construction issues seem to make sense. I had no clue there were dozens of breaches before seeing this. The surge effects because of MRGO makes sense. The great wall of New Orleans may stop a rerun. A effort to fill in MRGO needs to happen but it may not be possible. Seems there no plans to do that at this time. Faulty pumps installed after Katrina is disturbing. The fact there were better plans that did not leave old possibly faulty levees in place made me feel a little sick. Basically there were 40 years of compounding errors. Much of it the fault of the Army Corps of Engineers and Congressmen's pork barrel projects. This film was not patrician in any way. If you think you know what happened you likely don't. I did not know till seeing the Big Uneasy. I shaking my head mumbling to myself that they built levees on sand! You dredge that out replace it with clay, then put in deep footing. If the water moving you need to check for erosion. On my recent train trip to NOLA I saw the erosion and dead cypress trees. Salt water is killing fresh water marshes. Those are natural barriers to flooding and wind. This needs to be addressed and the sooner the better. One thing did stick out in my mind was pointing out the Army Corps did not want admit errors or talk about the past. I think that has to do with legal liability. It would be feeding frenzy of trial lawyers. In general, the Army Corps has been been very good at what they do. Nature has tested many of the Army Corps flood control projects and they worked. If only 5% or 10% was improperly installed, badly planned, or not built to spec, there are other time bombs out there waiting to blow up. New Orleans may well not be safer now. Not replacing all the canal walls is accident waiting to happen. It was stated that Hurricane Betsy {1965} flooded 20% of New Orleans. The system put in place to prevent that from happening again resulted in 80% of the city being flooded when it failed. The Long Island Express, the Great Hurricane of 1938 left 25% of Hartford CT under water. I am now feeling very uneasy about my city’s flood control and levee projects. They were installed after The Long Island Express. ( 5th worse in US history ) They have not been tested by huge storm. Pass me the Alka Seltzer as Hurricane Earl headed up the coast on a similar track to The Long Island Express, right now. It is predicted to turn east and blow out to sea ; then again the National Weather Service made same prediction in 1938. This really is must see if you live in New Orleans or any of the 100 plus US cities that protected by Army Corps. flood control projects. My hats off to Harry Shearer, you did important work here! This is impressive as a first documentary made by Mr. Shearer. I hope the Academy of Motion Pictures Arts and Sciences are paying attention.
