Does backing off on the truss rod, giving the neck some relief, make the strings harder to push down to the fret wire in the first couple positions ? Backed mine off just a tad after removing a shim and it feels like it takes more finger pressure now, or am I just nuts? ( Well of course I am, I'm here ain't I )

Taking out a shim decreases the 'break angle' at the bridge.
Loosening the truss-rod increases the distance between the strings and the frets at the middle of the fretboard.

That 'break angle' thing might make it a bit harder to push the strings...
But I would trust my fingertips. If they say that it is hard to finger, they are right!

What kinda strings are you using? What gauge?

Only tried a different brand, didn't change gauge 12-53.

The engineer in me says it shouldn't make a perceptible difference. The angle of the string from the nut to the first few frets will not change much, maybe a few degrees. The height will not move much at all, fractions of a percent. Trig tells us that such changes shouldn't increase force at all.

But as Old Man Arthur said, the final judge is your fingers.

Maybe the nut is too high?

There is a good explanation of truss rod and bridge adjustment in the Ovationguitars.com site (also appears in new guitar manuals):
