If the finish on the guitar was applied after the rosette was installed you will have a tough time because you have to break down the finish as well as the glue. I would do the following
1. Very carefully score the rosette perimeter where it meets the top with an exacto knife or razor blade to break any bond to the top finish.
2. Apply heat gradually. You can use a heat gun carefully or you may want to use an iron with some cheesecloth or similar between the rosette and iron to protect the rosette finish.
3. Most glues begin to break down above 140 degrees. As the glue breaks down you will need to very carefully work a thin flat blade under the rosette. The blade needs to be about the size of a putty knife but thinner. Go slow, have patience and you should be successful.
