His name is Bill Frisell. I saw this on PBS and then found it on utube. He is a master at effects.

Pick up the soundtrack to the Sean Connery film "Finding Forrester". Frisell is all over it.

It also contains that Izzy/uke rendition of "Over The Rainbow" (fact, that was the first place I'd ever heard it).

Frisell does an "Over the Rainbow" that's absolutely "haunting" on it . . .

I can't make out the headless guitar he's using. Possibly a Traveler Speedster, but doubtful. Anybody know?
