My 1975 CA has a very stiff tuner on the D string. It catches when tuning, and turns pretty hard compared to the others. (I also realized how hard it is to tune compared to my new Legend L777! Those tuners are smooth as silk...well oiled machines!)

Any suggestions? Can this be fixed with some 3 in 1 oil, WD-40, or other tweaking, or is it time for a new set of tuners? If so, roughly how much $ am I looking at?

Try taking it off the guitar and then oiling/wd40. See if you can't get it moving better that way. If not then it's probably time.
